These concepts should exist, could (very easily) exist, yet for some reason are not being demanded, despite popular approval. Universal basic income does not—yet—have majority approval, but is gaining acceptance, and enjoys 59 percent approval among voters 18 to 29 years old (Gallup). (In the UK and Canada, the approval for UBI among that cohort is in the 80s.)
In the meantime, it doesn't hurt to keep talking about them. What at first sounds radical and undoable is commonly revealed to be reasonable and practicable. Once implemented and normalized, one wonders what took so long. Several examples come to mind.
